Funeral Service for Fran Cloud-Hawkins, 60, of Sisseton, SD will be held on Monday, November 26, 2018 at 1:00 PM at the Sisseton Wahpeton Community Center, Agency Village, SD with Pastor Vern Donnell and Rev. Fr. Charles Chan officiating. Pallbearers will be Gabe Akipa, Trinity Cloud, Jayce Wanna, Frankie Bravebull, David Cloud Jr., Jenkins Cloud, Justin Cloud, Cody DuMarce, Alt. Colin Francis, Alt. Luke Cloud, Alt. Jared Yammerino. Honorary pallbearers will be Rose St. John, Stone Croft Women's Group, Sarah Cavanaugh, Sasha Greybear, Molly Coleman, Sherilyn Marks, Uncle Vine, Louella Cloud,"The Girls" at the Coteau Valley Credit Union, Coworkers at IHS. The Drum Group will be Standing Horse. Wake service will be held Saturday, November 24, 2018 at Sisseton Wahpeton Community Center starting at 7:00 PM and All Night Wake service will be Sunday, November 25, at 7:00 PM. Interment will be in the St. Mary's Episcopal Cemetery, Agency Village, SD. The Cahill Funeral Chapel of Sisseton, SD is in charge of the arrangements.
Fran Cloud-Hawkins was born May 29, 1958 in Sisseton, SD to Goldie (Marks) Cloud and John Cloud II. She attended elementary school at Sisseton Public School, where she would occasionally get sent home for having too messy of hair. From ages 11 to 18 Fran lived with her adopted family, MJ, Trish, and Kath in St. Louis Park, MN. During the school year she attended a Montessori school and would return home to Sisseton during the summers. In her late teens she had her own horse and was an outstanding rider. Fran enjoyed riding the rolling hills and river breaks of Cannonball ND, where she stayed with her older sister Barb and brother-in-law Frank Bravebull.
Fran enjoyed working and was a hard worker. In 1975 with the fruits of her labor she was able to buy a brand new Plymouth Duster. Fran also owned a black Harley Davidson Sportster. Fran dispatched for the Roberts County Sheriff's Department and waitressed at Mobile Café where at the age of 16 she met Russell Dale Hawkins.
Fran and Russell got married January of 1983. Fran became a mother February 5, 1983 to Woodrow Dale Hawkins and again on April 29, 1985 to Cyrus Russell Hawkins. Fran graduated from the University of Minnesota, Morris in 1989 with a bachelor's degree in political science. She graduated with honors.
In 1989 Fran was appointed to the John F. Kennedy Center for the Performing Arts Board in Washington DC, by President George H.W. Bush and was personally welcomed by Vice President Dan Quayle.
In 1992 Fran was hired with the Indian Health Service, where she worked for 19 years, climbing her way to deputy CEO.
On November 26, 1993 Fran had her only baby girl, Diana Blossom Hawkins. Fran attended all of her children's activities and was their number one fan. Her children were her pride and joy.
In 2004 Fran graduated from the University of Phoenix with her master's degree in business administration.
Fran became a grandmother in 2007 to Holden Cyrus Hawkins and in 2017 she cheered him on to a wrestling state championship in Rapid City, SD. She had two granddaughters: Fallon Blossom Hawkins and Paisleigh Marie Hawkins. She was just as involved with her grandchildren as her own children.
Fran served the Lord in her youth playing the guitar and singing gospel songs. Later in life she was an active member of the Family Life Assembly of God church in Sisseton where she would offer her praises unto the Lord with her hands held high. She loved her church family and made serving the Lord her priority.
Fran enjoyed walking and making her rounds visiting the girls at the Coteau Valley Credit Union, the Sisseton Flower Shop, and bringing banana bread to the BIA. She loved pizza parties with her kids and grandkids, drinking tea, having pie (even though she didn't like sweets), and was an avid reader. She named all of her trees and had a cat, Ista, who she had a deep affection for. Fran had a great love for all life and no fear of death.
Fran is survived by: Russell Hawkins, children: Woodrow Dale, Cyrus Russell (Kayla Fitz), and Diana Blossom, grandchildren: Holden, Fallon, and Paisleigh, siblings: John Cloud III (Louella Kampeska), Barbara Wolfe, David Cloud, Marcus Cloud, Dwight Cloud, James Cloud, Daniel Cloud, Lucy Varns, and Delight Wanna, adopted sisters Kathleen Francis of St. Louis Park, MN and Patricia Francis of Hovland, MN.
Fran was preceded in death by her mother Goldie Cloud, father John Cloud II, nephew John Cloud IV, great nephew Renny J. Cloud, and adopted mother Mary Jane Francis.
